I was born in Montreal (Canada) in 1948 and educated at McGill University there, before going to the Sorbonne and later to Cambridge for post-graduate and post-doctoral studies. I was librarian at Tyndale House, Cambridge from 1976 to 1978 and was then ordained in the Church of England, serving for two years in a London parish before going to Oak Hill College (London) as a lecturer in Church History and Doctrine. In 1993 I moved to Beeson Divinity School in Birmingham Alabama and taught there full-time until 2006. I then went to work for the Latimer Trust in London, dividing my time between the United States and Europe.

I spent a year (1980-81) in Thessalonica as an exchange student at the Patriarchikon Idryma Paterikōn Spoudōn, studying Eastern Orthodoxy and Modern Greek. I also have a degree in Russian from Middlesex University (London) and lived at the Herzen Institute in St Petersburg in 1986.

I have also been a regular lecturer at the Faculté de Théologie Évangélique (Vaux-sur-Seine) and an occasional lecturer at the Faculté de Théologie Réformée (Aix-en-Provence), as well as at the Greek Bible Institute (near Athens). More recently I have lectured for the Reformed Evangelical Movement in Jakarta and Hong Kong, Moore College (Sydney), George Whitefield College (Cape Town) and Knox Theological Seminary (Fort Lauderdale, Florida). I no longer travel as much as I once did, but still divide my time between Cambridge and Birmingham, Alabama, continuing to work for Beeson Divinity School and for the Latimer Trust.

From 1990 to 2002 I was secretary of the Federation of European Evangelical Theologians.

I have written a number of books on different historical and theological subjects, of which the following are the most important:

  • The Doctrine of God, 1993
  • Documents of the English Reformation, 1993 (third edition 2019)
  • Biblical Interpretation: Past and Present, 1996 (second edition 2026)
  • The Anglican Canons, 1529-1947, 1998
  • Tudor Church Reform, 2000
  • Records of Convocation (20 volumes), 2005-2006
